BACKGROUND AND EDUCATION
After graduating from Shippensburg University in 1998, Mr. Mosser attended the University of Pittsburgh School of Law, and graduated cum laude in 2001. Upon graduation, he was inducted into The Order of the Barristers. He is currently licensed to practice in Pennsylvania and New Jersey, and has been admitted to the U.S. District Court for the Eastern District of Pennsylvania, as well as the U.S. Courts of Appeal for the Third, Sixth, and Ninth Circuits. He has also been admitted to practice in the United States Supreme Court.
After graduation from law school, he spent eight years as an Assistant District Attorney in the Philadelphia District Attorney’s Office Appeals Unit. As an appellate prosecutor, he wrote and argued appellate briefs on behalf of the Commonwealth as both Appellee and Appellant, in matters ranging from narcotics transactions to capital homicide. His advocacy resulted in numerous published opinions that established favorable precedent for his clients, in both the state and federal appeals courts. He also gained jury trial experience and litigated numerous PCRA petitions during his time as a prosecutor. His last assignment as a prosecutor was as Chief of Civil Litigation for the District Attorney’s Office. This was a position to which he was appointed by the elected District Attorney, and in which he litigated a number of civil actions in federal court and civil rights appeals in the U.S. Court of Appeals for the Third Circuit.
Mr. Mosser has litigated matters in the Pennsylvania Superior, Commonwealth, and Supreme Courts, as well as the federal trial and appeals courts. Since opening Mosser Legal in July 2013, our firm has had success in the state and federal appeals courts as well as at the trial court level. Mr. Mosser was recognized as a Pennsylvania Super Lawyers “Rising Star” in 2015 and 2016, and the National Association of Distinguished Counsel’s “Nation’s Top One Percent.” He is a member of the Pennsylvania Association of Criminal Defense Lawyers and the Pennsylvania Bar Association’s Appellate Advocacy Committee. He has been quoted in the Legal Intelligencer and has served as a television commentator.
Mr. Mosser also served for ten years as an officer and lawyer in the United States Army Reserve, most recently as a trial defense counsel on behalf of soldiers accused of committing misconduct. In addition to significant appellate and criminal law experience, he also has had success litigating cases in the areas of personal injury, medical negligence, employment discrimination, civil rights, class actions, commercial litigation and securities litigation. He is married and has two sons, Jack and Ryan. He enjoys politics, baseball, and cooking.
