BACKGROUND AND EDUCATION
After graduating from Shippensburg University in 1998, Mr. Mosser attended the University of Pittsburgh School of Law, and graduated cum laude in 2001. Upon graduation, he was inducted into The Order of the Barristers. He is currently licensed to practice in Pennsylvania, and has been admitted to the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania, as well as the U.S. Courts of Appeal for the Third, Sixth, and Ninth Circuits. He has also been admitted to practice in the United States Supreme Court.
After graduation from law school, he spent eight years as an Assistant District Attorney in the Philadelphia District Attorney’s Office Appeals Unit. As an appellate prosecutor, he wrote and argued appellate briefs on behalf of the Commonwealth as both Appellee and Appellant, in matters ranging from narcotics transactions to capital homicide. His advocacy resulted in numerous published opinions in both the state and federal appeals courts. He also gained jury trial experience and litigated numerous PCRA petitions during his time as a prosecutor. His last assignment as a prosecutor was as Chief of Civil Litigation for the District Attorney’s Office. This was a position to which he was appointed by the elected District Attorney, and in which he litigated a number of civil actions in federal court and civil rights appeals in the U.S. Court of Appeals for the Third Circuit. Mr. Mosser is also Rule 801 certified, which allows him to practice in capital homicide cases in Pennsylvania.
Mr. Mosser has had success in the Pennsylvania Superior, Commonwealth, and Supreme Courts, as well as the federal trial and appeals courts. Mr. Mosser is listed in Pennsylvania Super Lawyers and the National Association of Distinguished Counsel’s “Nation’s Top One Percent.” He is a member of the Pennsylvania Association of Criminal Defense Lawyers, serving on the Advocacy Committee and the Platform Committee. He also serves on the Pennsylvania Bar Association’s Appellate Advocacy Committee and is a member of the Philadelphia Lawyers’ Club. Mr. Mosser also serves as General Counsel to the Uniformed Services League, an organization dedicated to advocating for members of the Armed Forces who have been wrongfully charged with crimes, often for political reasons. He has been quoted in the Philadelphia Inquirer, the Philadelphia Daily News, the Legal Intelligencer and has served as a television commentator. Several of his cases have been featured in the press.
Mr. Mosser also served for ten years as an officer and lawyer in the United States Army Reserve, most recently as a trial defense counsel on behalf of soldiers accused of committing misconduct. In addition to significant appellate and criminal law experience, he also has had success litigating cases in the areas of personal injury, medical negligence, employment discrimination, civil rights, class actions, commercial litigation and securities litigation.
