Background & education

After graduating from Shippensburg University in 1998, Mr. Mosser attended the University of Pittsburgh School of Law, and graduated cum laude in 2001. Upon graduation, he was inducted into The Order of the Barristers. He is currently licensed to practice in Pennsylvania and has been admitted to the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania, as well as the U.S. Courts of Appeal for the Third, Sixth, and Ninth Circuits. He has also been admitted to practice in the United States Supreme Court and has been admitted pro hac vice in courts throughout the United States.

After graduation from law school, he spent eight years as an Assistant District Attorney in the Philadelphia District Attorney’s Office Appeals Unit. As an appellate prosecutor, he wrote and argued appellate briefs on behalf of the Commonwealth as both Appellee and Appellant, in matters ranging from narcotics transactions to capital homicide. His advocacy resulted in numerous published opinions in both the state and federal appeals courts. He also gained jury trial experience and litigated numerous PCRA petitions during his time as a prosecutor. His last assignment as a prosecutor was as Chief of Civil Litigation for the District Attorney’s Office. This was a position to which he was specially assigned by the elected District Attorney, and in which he litigated civil actions in federal court and civil rights appeals in the U.S. Court of Appeals for the Third Circuit.

Mr. Mosser has had success in the Pennsylvania Superior, Commonwealth, and Supreme Courts, as well as the federal trial and appeals courts. Mr. Mosser is listed in Pennsylvania Super Lawyers and the National Association of Distinguished Counsel’s “Nation’s Top One Percent.” He is a member of the Pennsylvania Association of Criminal Defense Lawyers, serving on the Advocacy Committee and the Platform Committee. He also serves on the Pennsylvania Bar Association’s Appellate Advocacy Committee and is a member of the Philadelphia Lawyers’ Club. He has been quoted in the Philadelphia Inquirer, the Philadelphia Daily News, the Legal Intelligencer and has served as a television commentator. Several of his cases have been featured in the press.

Mr. Mosser focuses his practice on criminal post-conviction litigation, including direct appeals, and PCRA and federal habeas litigation. Mr. Mosser also handles complex commercial litigation, often involving claims of fraud, breach of fiduciary duty, and breach of contract that are brought against large financial institutions. Mr. Mosser also serves as counsel in a variety of commercial transactions and has experience drafting complex contracts, non-disclosure, and non-circumvention agreements.

Mr. Mosser also served for ten years as an officer and lawyer in the United States Army Reserve JAG Corps, where he served as both a prosecutor and defense counsel. He also provided legal services, training, and instruction to Soldiers deploying to and returning from overseas missions.
